Doesnt Neo Tokyo just make the hp washing issue bigger

I agree with everything you said.
But don't expect any changes to come with the HP washing system.
I think HP washing is one of the game's evolutions, but only for a x period of time (hidden pot and cubes made washing faded, and kinda solved some of the game's old problems, but caused some new problems).
In the other words, as long as more end-game contents will be added,
Require washing for them or at least to make things much more easier,
The gaps between washed to unwashed charas will keep growing.
For more than 2 weeks I was starting to test more servers to see how washing or the game style in general are looking in them,
After realizing i cant achieve my goals in Legends with my current low-washed chara,
To see if things can be different and fair with a diff hp washing/ gamestyle, or maybe to find out that Legends is doing it in the best way.

PS- NT is still possible without washing, at lease the first boss... I would recommend you to watch some videos about it.

Good luck doing without a single mistake for 1 - 4 hours (or felling sleepy).

 

Do you think having enough HP so that you can just stand there and tank the whole time is better gameplay than having to skillfully dodge attacks and pay attention the whole time?

 

the only boss you need to pay attention is Vergamot and Magic Nameless Monster.if you can only attack and hold 1 button, but have problems pressing 1 more button to"duck", i dont know whats"challenging" then lol. (we only have neo tokyo pt2 released atm, so we dont know how much the other bosses do yet), but as right now. you only need 7.7k hp

 

We've done it before so there's no reason why you or others can't.
Besides, should mistakes really befall on one, there is always the saving grace known as bishops.

But really... going for boss expeditions are already a commitment itself so bossing when you're sleepy is kinda asking for mistakes to happen.
& +1 to Jason's stand, mindless tank and heal is not as fun as skill-based gameplay but that is my own personal preference in gaming of course.
