Low Slow does not affect bosses

Description of the bug: (optional screenshot/video):
What is supposed to happen?: Magician's 2nd job skill Slow used to affect bosses such as HH, BF, Pap 2nd body.
Where did you find and/or notice this bug?: Noticed it doesn't work on HH or BF while hunting their cards after the last update. Not many magicians kills these bosses so not many would notice.

You can see me use slow on it throughout the video, like right at the beginning for example, although it is admittedly hard to see how much slower bigfoot is because the video is x4 speed. I can 100% assure you it used to work on bosses. I have killed bigfoot, papulatus and headless horseman with it in the past.

As I showed in a reply above, it used to work on this server many years ago. No patch notes have mentioned intentionally changing it since then. If it's decided that giving BM a unique utility over giving mages another utility, so be it
