    The NLC Bear is gone for some reason:

    In 2007 GMS the bear was there:

    In 2008 the bear was there:

    In 2009 the bear was there judging from the minimap (left GMS 2009, right Legends):

    In 2012 the bear was also there:

    My suggestion is:

    Add the bear.

    This is so strange. Was it customly removed in Legends? It's part of the art asset for the map, not a background npc or anything like that which could have the excuse of being accidentally deleted
